It's amazing the strange stuff you find in used bookstores. Looks different and interesting, and seems to predate ISBNs.

An odd book, with a planet stuck in a never-ending war punctuated by seasonal madness, and a team of "diplomats" assigned to find some way to stop it so the Federation can mine their wealth. The book was odd, and held my attention, but some things just felt too contrived. There's this whole interlocking system of cure and disease, balance of time and numbers and terrain, that all keeps the war going but only works if it's EXACTLY as set up, and there's no plausible reason why it would be that way aside from grotesque bad luck.
