I found this hardcover at a local Savers thrift shop. It's from Gardner's "League of Peoples" 'verse, and features a young woman who gets involved with the Vigil, the force dedicated to searching out and combating government corruption. The story's setting includes some fascinating cultures, human and alien (sometimes very alien), and a diverse and open-minded cast of characters - but it also has more conspiracy-theory aspects than I'm happy with.
