This is the second book in the second Uplift trilogy. These books are fairly complex, and I don't recommend reading them out of order.
The setting is the planet Jijo, where refugees from five races haves settled against the rules of the 'powers that be', which have declared that this world lie fallow for a few eons. Now the peaceful settlement has been discovered by two separate groups ... an Earth ship crewed by dolphins, themselves on the run, and by another mysterious race that seems bent on either protecting or exploiting the inhabitants.
