Looks like a cheesy novelisation of a bad film, should be a good guilty pleasure
Read this in an afternoon to support alkaline-kiwi's 48 hour book marathon. Straight forward adaptation of the Sylvester Stallone film.
I think the key to interesting Sci-Fi is not to imagine interesting technology, but imagine how that technology would affect the lives of people we can relate to. Sadly the characters of the Judge Dredd film (and novelisation) are almost universally one dimensional, only the Herman Ferguson character (Played by Rob Schneider in the film) is even mildly interesting.
This is by no means an awful book, but far from being a good one.
