the first chapter of one of the best superhero comics ever written. it treats classic comic characters in a movie like fashion. it imagines that captain america was the first success story in an "arms race" to create a superhuman soldier. this chapter concludes with the incredible hulk, a failed attempt to recreate the captain america experiment, rampaging through new york.
