"The weather in the city of High Scape is off the charts. It's snowing in the middle of summer, and the townsfolk are desperate for Shield Lee Mallorough and Source Shintaro Karish to fix it - which they can't do. But try explaining that to the angry mob... Meanwhile, there's a crazed killer targeting aristocrats. Karish has forfeited the Dukedom of Westsea to continue working as a source, but Lee fears that technicality won't matter to the murderer. It certainly doesn't matter to Karish's mother, who's bound and determined that he take the title. Only by working together will Lee and Karish be able to figure out the weather, catch the killer before it's too late, and most importantly... get rid of Karish's mother."
Book Ring
I'm cutting all of my rings and rays short because I plan on deleting my BXing shelf. My appologies for any problems.

This book has "middle of a trilogy" (or second in a series) written all over it. There was more character development, but at I never got that truly finished feeling from the plot. Part of the conflict has been left unresolved and other parts were quick to guess. There's plenty left hanging for another installment.
Characters are definitely Moore's strong suit, and her world building is solid as well. I noticed that in the first book and she's kept it up through this one. While I felt the plot of this second book was a bit slow to start and then too crammed at the end, I'd be interested to see where she goes with this storyline just because of Lee and Taro! I'm very glad not to have either one of their mothers, though!

There's also a crazed killer stalking aristocrats. To add insult to injury both mothers are in town making the two heroes very unhappy.
Another fun read, I'd like to read more by this author.
