This is a classic spy story, first published in 1903. At that time, people didn't realize that Britain would be fighting Germany in WWI. All the British naval bases were facing the French coast and hence could be more easily invaded than if they were elsewhere, and this book is about a yachtsman who explored in the North Sea (off the then Holland, if I remember correctly) and pointed out some of the dangers to Britain that should be dealt with.
