With the weight and credibility of her own foreign experience behind her, Buck promoted a 'diplomacy first' philosophy. She wanted to remind us that the entirety of the world's citizens are 'under heaven', not just a select few, therefore dealings with cultures that are foreign to us should always be tempered with reason.
