I found this hardcover in this Little Free Library in Milford NH while dropping off some books of my own.
It opens in 2381 ("here begins a happy day"), with a character admiring the view of the humongous city he lives in, while bemoaning the fact that he only has four children, and his wife has been found sterile at age 27. This is apparently an awful fate in this society, where the very idea of limiting conception seems anathema... The people are able to indulge in sexual relations with pretty much anyone, so it's not a Handmaid's Tale situation, but despite some amount of freedom the society's structure is quite rigid, with a zero-tolerance policy for those who won't abide by its rules.
Some interesting twists on a high-tech utopia, though I found it more depressing than anything else!
[There's a TV Tropes page on the book, with some entertaining tidbits.]
