In some ways, the set-up of this series reminds me of Gail Carriger's Parasol Protectorate. The first novel is a fairly conventional romance set in an interesting but secondary universe. The second story, where romantic attraction has already been well-established and is no long the main topic, is really where the world-building thrives and characters beyond the lovers get to expand.
I found this novel more creative than the first, and enjoyed getting to see the political and social consequences of the heroic actions at the end of the first novel. The feel is slightly less romance-oriented, more like a 1801 urban fantasy (except for the shipboard escapes and wandering about the countryside.)
