Book three of the Rain Wild Chronicles. The young dragons and their keepers have found Kelsingra, but with the dragons not yet able to fly they are trapped on the wrong side of the river and only able to begin to investigate the city's wonders. But as the liveship Tarman returns to Trehaug with news of their find, others will seek to plunder the city and one of them is Hest Finbok, under pressure to bring home his betrayed wife Alise, and the Chalcedeans' hunt for dragon parts to restore their Duke continues. This carries the threads of the story along well, though I'm not sure it's a book that would stand on its own.
