I got this paperback from the ongoing library-sale shelf in the Allan Shivers Library
in Woodville, Texas. It's set in Boston, and features a young man whose path crosses that of a band of deadly shapeshifters who want to establish a lair in that city. The local details held some interest, and the kinda-like-werewolves characters were certainly a threat, but the story itself just wasn't very deep - lots of "telling" instead of "showing" in regard to characters' motivations, and a pretty obvious use of a key plot-point from the movie American Werewolf in London
(the ghosts-of-the-victims bit). My favorite characters here were the hero's older sister (who co-owns the family bar with him) and her bartender/boyfriend Bill.
