What makes a neighbor a friend?

What makes the girl next door the woman of your dreams?
All of these questions relate to different specific tennents in a New York Upper East Side apartment building.
Took a bit for me to get into it, but once I did, it was an interesting progression of each tennent's story.
AND.....NO it is not related to the movie of the same name. I must have been asked that question a dozen or so times while I was reading it in public.
