I rank books measured against other books in the same genre/category. If I read something out of the ordinary for my usual tastes, I rank it based upon my enjoyment and/or personal enrichment gained from reading the book. I try to reserve a rank of 10 stars for the rare exceptional book that I find life-changing or outlook altering as a reader.
