One of Asimov's Empire books where Earth is a radioactive mostly barren wasteland. This one is about hopes of rebellion on a group of worlds that have come under the sway of the despotic Tyranni (groan). The protagonist's father, an outspoken opponent of the Tyranni, has just been murdered, so he has to travel from Earth to his new domain. And of course he has to go on the run from nearly everyone else.
This is the weakest of the three Empire books, and the mystery, such as it is, is mostly obvious after a moment's thought. The document subplot (apparently forced on Asimov by the editor) caused me to groan heavily at its resolution, but the subplot itself is pretty much inert throughout the story.
