The Maintenance of Headway

I read the author's The Scheme for Full Employment a few years ago. Both books are informed by his experience as a bus driver in London. I have to say that while this book has its moments, I enjoyed it less than The Scheme for Full Employment.
The premise of the book is a bus system where drivers are always supposed to maintain an 8-minute headway, no more, no less, between buses. Good service to the riding public has nothing to do with it. Having worked in dysfunctional organizations, I could relate to this.
