Article 13199 of the Pan-European Constitution:
'No person shall be prejudiced from employment in any capacity, by reason of age, race, creed, or incompetence.'
In a united Europe of the near future, incompetence is not an option, it's compulsory. You can't be fired for being bad at your job. But the rules don't apply to a psychopath who's leaving a trail of corpses across the continent. He's very competent indeed.
And so, down these mean, incredibly badly sign-posted streets, one detective must thread his way through a maze of blind nightclub bouncers, octogenarian male bunny girls and airline pilots with vertigo
