I noticed problems connecting to the BC site today, and after some experimenting I found that it seemed to be limited to the use of the "https" secure-transaction prefix on the URL. When I tried to use that, I couldn't connect, but when I used the regular "http" prefix I could get in just fine. Thought I'd mention it in case anyone else has noticed, or knows someone who's having trouble getting on the site today.
Since the problem seems to be associated with the secure prefix, and since some links posted in the forums or in JEs may include the secure prefix, it's possible that you can browse the site happily but run into problems trying to click on a particular link.
I'll try it next time I have problems with the site. I couldn't access the site for most part of yesterday. Given the fact that I prepare some RABCK packages to send away right now, this pestered me no end! And although this doesn't happen every day, the problem arrises much more frequently that it should comparing with other sites that I use for years without a single glitch. Oh, well, that's BC to you...
